1. Let every soul be subject unto the higher powers. For there is no power but of God: the powers that be are ordained of God.
Tit 3.1

Submit yourselves to every ordinance of man for the Lord's sake: whether it be to the king, as supreme; ;Prov 8.15-16

2. Whosoever therefore resisteth the power, resisteth the ordinance of God: and they that resist shall receive to themselves damnation.
Tit 3.1

3. For rulers are not a terror to good works, but to the evil. Wilt thou then not be afraid of the power? do that which is good, and thou shalt have praise of the same:
1Pet 2.14
Or unto governors, as unto them that are sent by him for the punishment of evildoers, and for the praise of them that do well. ;1Pet 3.13
And who is he that will harm you, if ye be followers of that which is good? ;
4. For he is the minister of God to thee for good. But if thou do that which is evil, be afraid; for he beareth not the sword in vain: for he is the minister of God, a revenger to execute wrath upon him that doeth evil.
5. Wherefore ye must needs be subject, not only for wrath, but also for conscience sake.
Ecl 8.2
I counsel thee to keep the king's commandment, and that in regard of the oath of God. ;1Pet 2.19
For this is thankworthy, if a man for conscience toward God endure grief, suffering wrongfully. ;
6. For for this cause pay ye tribute also: for they are God's ministers, attending continually upon this very thing.
7. Render therefore to all their dues: tribute to whom tribute is due; custom to whom custom; fear to whom fear; honour to whom honour.
Mat 22.21
They say unto him, Caesar's. Then saith he unto them, Render therefore unto Caesar the things which are Caesar's; and unto God the things that are God's. ;Marc 12.17
And Jesus answering said unto them, Render to Caesar the things that are Caesar's, and to God the things that are God's. And they marvelled at him. ;Luc 20.25
And he said unto them, Render therefore unto Caesar the things which be Caesar's, and unto God the things which be God's. ;
8. Owe no man any thing, but to love one another: for he that loveth another hath fulfilled the law.
Rom 13.10
Love worketh no ill to his neighbour: therefore love is the fulfilling of the law. ;Gal 5.14
For all the law is fulfilled in one word, even in this; Thou shalt love thy neighbour as thyself. ;Col 3.14
And above all these things put on charity, which is the bond of perfectness. ;1Tim 1.5
Now the end of the commandment is charity out of a pure heart, and of a good conscience, and of faith unfeigned: ;Iac 2
My brethren, have not the faith of our Lord Jesus Christ, the Lord of glory, with respect of persons. ;
9. For this, Thou shalt not commit adultery, Thou shalt not kill, Thou shalt not steal, Thou shalt not bear false witness, Thou shalt not covet; and if there be any other commandment, it is briefly comprehended in this saying, namely, Thou shalt love thy neighbour as thyself.

He saith unto him, Which? Jesus said, Thou shalt do no murder, Thou shalt not commit adultery, Thou shalt not steal, Thou shalt not bear false witness, ;Lev 19.18
Thou shalt not avenge, nor bear any grudge against the children of thy people, but thou shalt love thy neighbor as thyself: I am the LORD. ;Mat 22.39
And the second is like unto it, Thou shalt love thy neighbour as thyself. ;Marc 12.31
