1. And it came to pass, when Samuel was old, that he made his sons judges over Israel.
Deut 16.18
Judges and officers shalt thou make thee in all thy gates, which the LORD thy God giveth thee, throughout thy tribes: and they shall judge the people with just judgment. ;2Cron 19.5
And he set judges in the land throughout all the fenced cities of Judah, city by city, ;Jud 10.4
And he had thirty sons that rode on thirty ass colts, and they had thirty cities, which are called Havothjair unto this day, which are in the land of Gilead. ;Jud 12.14
And he had forty sons and thirty nephews, that rode on threescore and ten ass colts: and he judged Israel eight years. ;Jud 5.10
Speak, ye that ride on white asses, ye that sit in judgment, and walk by the way. ;
2. Now the name of his firstborn was Joel; and the name of his second, Abiah: they were judges in Beersheba.
3. And his sons walked not in his ways, but turned aside after lucre, and took bribes, and perverted judgment.
Ier 22.15-17
Shalt thou reign, because thou closest thyself in cedar? did not thy father eat and drink, and do judgment and justice, and then it was well with him? ;Ex 18.21
Moreover thou shalt provide out of all the people able men, such as fear God, men of truth, hating covetousness; and place such over them, to be rulers of thousands, and rulers of hundreds, rulers of fifties, and rulers of tens: ;1Tim 3.3
Not given to wine, no striker, not greedy of filthy lucre; but patient, not a brawler, not covetous; ;1Tim 6.10
For the love of money is the root of all evil: which while some coveted after, they have erred from the faith, and pierced themselves through with many sorrows. ;Deut 16.19
Thou shalt not wrest judgment; thou shalt not respect persons, neither take a gift: for a gift doth blind the eyes of the wise, and pervert the words of the righteous. ;Ps 15.5
He that putteth not out his money to usury, nor taketh reward against the innocent. He that doeth these things shall never be moved. ;
4. Then all the elders of Israel gathered themselves together, and came to Samuel unto Ramah,
5. And said unto him, Behold, thou art old, and thy sons walk not in thy ways: now make us a king to judge us like all the nations.
1Sam 8.19-20
Nevertheless the people refused to obey the voice of Samuel; and they said, Nay; but we will have a king over us; ;Deut 17.14
When thou art come unto the land which the LORD thy God giveth thee, and shalt possess it, and shalt dwell therein, and shalt say, I will set a king over me, like as all the nations that are about me; ;Osea 13.10
I will be thy king: where is any other that may save thee in all thy cities? and thy judges of whom thou saidst, Give me a king and princes? ;Fapt 13.21
And afterward they desired a king: and God gave unto them Saul the son of Cis, a man of the tribe of Benjamin, by the space of forty years. ;
6. But the thing displeased Samuel, when they said, Give us a king to judge us. And Samuel prayed unto the LORD.
7. And the LORD said unto Samuel, Hearken unto the voice of the people in all that they say unto thee: for they have not rejected thee, but they have rejected me, that I should not reign over them.
Ex 16.8
And Moses said, This shall be, when the LORD shall give you in the evening flesh to eat, and in the morning bread to the full; for that the LORD heareth your murmurings which ye murmur against him: and what are we? your murmurings are not against us, but against the LORD. ;1Sam 10.19
And ye have this day rejected your God, who himself saved you out of all your adversities and your tribulations; and ye have said unto him, Nay, but set a king over us. Now therefore present yourselves before the LORD by your tribes, and by your thousands. ;1Sam 12.17-19
Is it not wheat harvest to day? I will call unto the LORD, and he shall send thunder and rain; that ye may perceive and see that your wickedness is great, which ye have done in the sight of the LORD, in asking you a king. ;Osea 13.10-11

8. According to all the works which they have done since the day that I brought them up out of Egypt even unto this day, wherewith they have forsaken me, and served other gods, so do they also unto thee.
9. Now therefore hearken unto their voice: howbeit yet protest solemnly unto them, and show them the manner of the king that shall reign over them.
1Sam 8.11
And he said, This will be the manner of the king that shall reign over you: He will take your sons, and appoint them for himself, for his chariots, and to be his horsemen; and some shall run before his chariots. ;
10. And Samuel told all the words of the LORD unto the people that asked of him a king.
